Permanent position: Client that designs & constructs gas processing plants & refineries is looking for a Subcontracts Department Manager to lead their construction subcontracts team in Houston. You need 15+ years of subcontract administration & management as well as procurement experience supporting heavy industrial plant EPC projects. *** salary is commensurate with experience ***

Responsibilities for the Manager

  • Your main responsibility will be to lead the administration and management of the Construction Subcontracting Department in support of oil, gas & chemical plant EPC projects
  • Manage subcontracts for assigned programs, including planning, negotiating, administering and executing proposals and subcontract agreements
  • Identifies, develops, and implements necessary department metrics for all areas of responsibility and also mangae the effectiveness of the metrics and make adjustments as required for department improvements
  • Reviews relevant process improvement needs and 'lessons learned' and ensures they are implemented in the department work processes
  • Ensures staff follows Company and industry requirements for selection of subcontractors, subcontract bidding and award, and management of subcontractors according to subcontract requirements
  • Develops and maintains relationships with key subcontractors and subcontractor candidate companies to provide a stable database of construction support
  • Systematically records opportunities, risks and deviations in order to identify necessary corrections and opportunities for improvement
  • Ensures all applicable laws and regulations related to department work are followed
  • Prepares, submits, and presents reports to the Head of Construction and others as required

Requirements for the Manager

  • 15+ years of subcontract administration & procurement experience supporting EPC projects ideally in the oil & gas, chemical process, or petrochem industries (but any heavy industrial EPC area will do)
  • You need 5+ years of managerial experience, preferably within a procurement and subcontracts construction department
  • Experience managing construction and engineering contract negotiations with global firms is a big PLUS
  • You need a BS/BA in Business, Engineering, Construction Management or equivalent combination of education and experience
  • Ability to identify risk and minimize associated consequences
  • You need a broad understanding of the construction industry and contract language
  • You must have excellent negotiating skills as well as leadership skills
  • Effective communication skills both verbally and in writing with superiors, colleagues, and individuals inside and outside the Company
  • Effective computer skills; Microsoft Office Software, Lotus Notes, and other Company and discipline specific software applications
