Project Controls Manager

Contract position: We are looking for a Project Controls Manager or Sr. Project Controls Specialist for a position in Richmond, VA. You need 10+ years of combined experience in project planning, project scheduling, cost engineering (project accounting, budgeting & forecasting), progress measurement & overall project controls for industrial or heavy industrial projects. We prefer candidates that are local, or within a commutable distance, but will provide a per diem for candidates that are not local. ** Hourly rate is commensurate with experience & education **

Responsibilities for the Project Controls Manager
  • You will start out as the main project controls person on site and be responsible for all 'hands on' project cost & schedule functions
  • You will eventually lead a team of project controls specialists that perform cost control, scheduling,change management, risk management support, and document control tasks
  • As a Project Controls Manager, be in charge of project planning, project scheduling, cost engineering (project accounting, budgeting & forecasting) progress measurement & overall project controls for a natural gas pipeline project
  • For new projects...set up and implement processes in line with Client's expectations, their internal systems, and company standards and best practices
  • Duties also include managing and ensuring the reconciliation of program controls data with financial systems, coordinating with Project Managers.
  • Coordinate project reporting to clients, manage manpower requirements, monitor deliverables and BOQ (bill of quantities)
  • Integrate program management, construction, and testing through start up into the construction plan
  • Maintain the earned value system consisting of; progress / productivity reports, and resource forecasts, to assist the Site and Project Manager with cost reporting and personnel requirements
Requirements for the Project Controls Manager

  • 10+ years combined engineering and construction scheduling and cost engineering experience on complex, heavy industrial EPC projects
  • You need specific experience as a Project Controls Manager supporting heavy industrial EPC projects and must be very 'hand on' in doing the day to day project controls work
  • The ideal candidate has experience supporting electric substation or transmission line EPC projects
  • You need solid skills with creating and maintaining schedules in Primavera P6 software
  • The ideal candidate has experience creating the scheduling templates from scratch to support multiple projects
  • You need to have experience with cash flow, accruals, change management & scheduling processes
  • BS degree in Engineering, Construction Management or Business is needed
  • Knowledge and experience with CPM scheduling, earned value analysis & cost estimating
  • Ability to orchestrate meeting with client and upper management and guide/mentor project controls staff
