responsibilities:
This person will serve as the Senior Project Manager coordinating the COTS testing and implementation activities of the COTS vendor, PMO, Information Technology Management, the end user Materials Lab Operations staff and other key stakeholders as well as senior management. The PM must be able to facilitate multi-faceted test and review sessions, communicate progress, and balance the fiscal and operational priorities of the project against stakeholder expectations, resolving ambiguity of direction and competing priorities in a professional and collaborative manner. Must be able to develop and drive high-level strategic initiatives, but also roll up their sleeves, champion the objectives of the project, dig in and get the job done.

 
qualifications:
Core Skills and Background

  • Bachelor's Degree in Computer Science, MIS, public administration or alternative degree with relevant work experience.
  • Minimum 8+ years project management experience at least 2 of which should be in a public sector environment (either as a vendor or client project manager).
  • Minimum experience in delivering two successful COTS implementation/upgrades, managing the professional services functions from requirements definition through acceptance testing (prior highway, construction or physical materials testing, or civil engineering projects experience a plus).
  • At least 2 years' experience as the engagement manager responsible for managing the vendor and business stakeholder expectations against the contractual project objectives.
  • Proven experience in negotiating and organizing project deliverables, project schedule and resource allocations within a complex business environment in order to manage stakeholder's expectations and meet contractual and project deliverable acceptance.
  • Experience with Agile/Waterfall Methodologies and working through the entire system development life cycle (SDLC) and iterative methodologies.
  • Ability to develop and maintain a Project Plan, Risk log, Issues log; and other project artifacts including completing regular status reporting on progress to multiple levels of management.
  • Develop and manage resource utilization plans throughout the project lifecycle.
  • Conduct regular project team meetings, track progress, identify alternatives and mitigate issues, including identifying alternatives and strategies for resolving project issues which arise.
  • Collaborate with technology management, the PMO, business and executive management to communicate progress, mitigate issues, and minimize scope creep to the project roadmap.
  • Excellent oral and written communication skills to oversee and assist in the development of realistic project requirements and specifications, which will can be tested, accepted, implemented and then successfully deployed into production on time and within budget.
  • Ability to present/participate in Executive Committee meetings to discuss project status and drive decision making in order to deliver on time.
  • Experience within government highly desirable.
  • Must be willing to work up to 60% of the time at the facility in Hopkinton, MA and 40% of the time at the State Transportation Building, Boston, MA, with additional limited travel to the various district offices statewide during the application rollout.
