Data Analytics Product Owner
BASIC FUNCTION: · As product owner of GII's hosted data analytics platform (Gateway), engage with the GII team and local member organizations to evaluate business and user needs; develop the platform's vision and value proposition; and ensure development activities meet business requirements. · Serve as a business analyst to work with business users, local member organizations, and technical development staff to define scope of objectives, document requirements, support implementation of solutions, and facilitate customer testing. · Coordinate project execution across internal and external resources through developing and monitoring detailed project plans, ensuring clarity of tasks, escalating risks, and adhering to project scope and deadlines.

SPECIFIC DUTIES1 : 1. Determine Gateway system operational objectives by studying business functions; gathering information; evaluating output requirements and formats. 2. Establish and strengthen relationships with local member leaders to understand user experience and needs. Work with local member representatives and GII leaders to identify, manage and organize requirements, expected value and current and potential effective practices with clear success criteria defined. 3. Clearly communicate the business case of the product being developed across the organization. 4. Create and maintain comprehensive project documentation including business and user requirements, architecture and design documents, and test cases to ensure business continuity and sustainability. 5. Create direct channels of communication to developers that get the job done without managerial interjection. 6. Identify resources necessary to perform detailed unit, integration, and end user testing. 7. Solicit customer/end user feedback on product(s) developed. 1 All duties are considered to be essential, unless otherwise indicated.
Create informative, actionable and repeatable reporting pertaining to system usage and user activity that highlights relevant trends and opportunities for improvement. 9. Monitor project progress by tracking activity, resolving problems, publishing progress reports, and recommending actions. 10. Maintain Product Backlog of prioritized business and user requirements. 11. Define the scope and goals of Releases and the Sprints required to meet them. 12. Facilitate group activities such as requirement gathering, sprint planning, and retrospectives. 13. Validate resource requirements and develop cost estimate models; understand and communicate the financial and operational impact of any changes. 14. Suggest changes to senior management using analytics to support your recommendations. Lead the implementation of approved changes. 15. Perform project risk management to mitigate risk and resolve issues. 16. Participate in the design and execution of an operational communications strategy to inform and engage key stakeholders. 17. Support GII teams and local member groups in designing and deploying consistent data definitions and key metrics.
RELATIONSHIPS: 1. Internal: Manage data analytics related projects and initiatives by working cross-functionally and engaging colleagues from other GII departments. 2. Local Members: Frequent contact regarding data analytics for the purposes of user research, user testing, and overseeing help desk support; coordinate input from a member steering committee, engagement of member champions, and feedback to support continuous improvement. 3. Outside: Work closely with vendors and other data analytics companies in the procurement, development and deployment of a data analytics tools and solution. 4. Government Officials: As needed to support research, evaluation, and access to data resources.
skills: SKILLS NEEDED2 : 1. Bachelor's Degree in appropriate field of study or equivalent work experience 2. Demonstrated project management expertise that resulted in plans developed and executed within timeline and budget. 3. Excellent written and oral communication skills including ability to communicate effectively on the telephone, in webinars and via e-mail. 4. Proven ability to work effectively across functional areas despite ambiguity. 5. Extensive knowledge of data analytics and business intelligence solutions. 6. Proven experience proactively addressing data privacy and regulations. 7. Knowledge of database design, SQL, data warehousing and reporting tools. 8. EDUCATION: Bachelor's degree in information systems, business intelligence, project management or similar required. Project Management Professional certification is preferred.
EXPERIENCE: 5 years of experience working with complex technical projects. Experience managing business intelligence tools preferred.
