Business Process Consultant

job summary:
OBJECTIVE

The Customer seeks to establish a contractual services agreement with a qualified State Term Contract vendor to provide information technology services through the following temporary staff position Business Process Consultant (experienced) for the Customer's Technology Services (OATS), Project and Portfolio Management Office (PPMO) to supplement existing staff, support the planning, design, development, and implementation of all work outlined in the PALM Readiness Project Operational Work Plan (OWP). The Contractor, through its selected candidate must perform all tasks and complete the deliverables identified in this Statement of Work (SOW), which are further defined in Section 3, Contractor Responsibilities.

CONTRACTOR RESPONSIBILITIES

Business Process Consultant Task List: Contractor, through the selected candidate, must perform the following tasks as assigned by the Customer's Contract Manager and described in the list below including:

i. Cost Benefit Analysis;

ii. Document Current (AS IS) state

iii. Document Requirements for Future (TO BE) state

iv. Perform Gap Analysis

v. Document Suggested Information Technology (IT) Solution

vi. Business Process Models (Narrative)

vii. Business Process Models Diagram

viii. Entity Relationship Diagrams (ERD)

ix. Data Dictionaries

x. Data Flow Diagrams;

xi. Business Process Re-engineering (BPR) Plan;

xii. Remediation Implementation Plan

B. Comply with OATS Administrative Policies and Procedures by working directly with the Customer's Contract Manager throughout the PO term.

C. Prepare ISDM or SDF documentation that indicates the project complies with policies and procedures. Apprise staff on ISDM or SDF information as directed by the Customer's Contract Manager.

D. Communicate relevant information to the Project Team and Stakeholders per the project's Communication Plan.

E. Facilitate meetings throughout the term of the PO. At a minimum, meeting responsibilities include:

i. Proofread meeting documentation to ensure use of proper grammar and consistent font styles.

ii. Attend the meeting and communicate with attendees in a clear, concise, and constructive manner.

iii. Provide meeting documentation in the format designated by TS.

iv. Make necessary meeting arrangements and create needed artifacts to fulfill meeting objectives.

v. Create a meeting agenda and send it to attendees in advance of the meeting.

vi. Keep meeting notes highlighting key action items and decisions and indicating clear due dates with any next steps needed. Send copies of the meeting notes to attendees within three (3) Business Days following the meeting.

F. Address Project Team conflict and communication problems proactively.

G. Review required documentation evidencing the deliverable for completeness and correctness before submitting to the Project Team and Stakeholders. Obtain acceptance and approval of deliverables from the Contract Manager and appropriate Stakeholders.

QUALIFICATION REQUIREMENTS FOR CONTRACTOR'S CANDIDATE

a. Minimum Qualifications:

1) Ability to communicate effectively (verbally and in writing) with Customer staff;

2) A minimum of ten (10) years of IT business/industry work experience;

3) A minimum of seven (7) years of experience in performing business analyses on IT projects.

b. Preferred Experience:

1) Skills and experiences in conducting meetings with individuals and groups of people to discuss business processes. The people involved may be at the manager level or end user level. People may be business-oriented or technical (IT) staff. The contractor will be expected to be the lead in all meetings and discussions related to their analysis.

Experience with Joint Application Development (JAD) techniques is beneficial.

2) Good verbal/communication skills.

3) Good writing skills.

4) Good technical writing skills.

5) Good problem solving and critical thinking skills

6) Skills and experience conducting Cost Benefit Analyses

7) Skills and experience in business process re-engineering

8) Skills and experiences in deriving business process and data requirements from the reading and analyzing of process and systems documentation.

9) Skills and experiences in translating the information from meetings and written materials into process models and/or process flow models. While not required, experience in the use of Microsoft Visio for creating the process model diagrams is preferred.

10) Writing skills and experiences to create a data dictionary. Experience in the use of Microsoft Word is required.

11) Experiences in working with IT technical staff to determine the infrastructure components within which any potential solution or modification would need to be able to operate.

c. Educational qualifications meeting at least one of the following levels:

1) A minimum of a bachelor's degree in Computer Science, Information Systems, Business Administration, or another related field;

2) Equivalent work experience.
