Human Resources Business Partner

job summary:
Position Summary:

  • This role will serve on the People Work Stream of the Project Portfolio Management Initiative, reporting to the People Work Stream Program Lead.
  • Qualified candidates will have a strong background in talent management with expertise in the areas of organization design and development, competency modeling, and change management.
  • We are seeking someone who can work independently and in partnership with other members of the initiative team to define business execution roles and responsibilities, build custom role profiles/competency models, establish program and project management career paths, and accelerate enterprise adoption.
Key Duties & Responsibilities:

  • Work as part of a broad team to design, develop, and deliver role profiles, competency models, and supporting materials (e.g., development planning guides, career conversation guides, job aids) for project and program execution and management roles across the enterprise.
  • Define and document potential career paths for program and project managers.
  • Support the clarification and documentation of decision making authorities across project and program execution and management roles.
  • Evaluate and enhance/streamline cadences to drive connectivity and knowledge sharing across project and program managers.
  • Support the development of a comprehensive talent management strategy for project and program execution and management roles.
  • Partner with Business Readiness and Learning to develop training plans to support competency and skill development for project and program managers across the enterprise.
  • Review and revise vendor management and selection criteria for project execution roles.
  • Establish gearing ratios and staffing guidelines for program and project managers.
  • Work with the broad initiative team to build and execute change management plans and support the engagement/management of key stakeholders. Knowledge, Skills, Abilities, and Other Qualifications
  • This role will interact with key stakeholders as such, requires exceptional written and verbal communication skills, strong relationship building skills, and the ability to effectively contract with and influence leaders across business areas and functions.
  • Proven experience designing and delivering talent management programs and processes in support of the business strategy and objectives.
  • Demonstrated ability to conduct qualitative analyses to form insights and make recommendations for courses of action.
  • Experience designing and leading focus groups.
  • Ability to derive insights and recommendations from external research and benchmarks.
  • Strong project and change management capabilities.
Minimum Qualifications:

  • Bachelor's degree required
  • 3+ years of experience in Talent Management, Industrial/Organizational Psychology, Organizational Effectiveness, Change Management, and/or Organizational Development
  • Self-starter and entrepreneurial
  • Strong critical thinking, problem-solving, and facilitation skills
  • Ability to operate effectively under ambiguous and dynamic circumstances
  • Flexibility and versatility to assist where needed
  • Ability to manage the details of projects while maintaining focus on big picture
  • Excellent written and verbal communication skills

  • Master's Degree in Industrial/Organizational (I-O) Psychology, Organizational Development (OD), Organizational Science, or related field.
