Human Resource Manager

job summary:
Randstad Professionals is assisting our client in the Lancaster county area with an interim Human Resource Director/Manager role. This is a contract role for now.

Position Summary

The HR Director is responsible for implementing HR policies and procedures, and managing all aspects of employee relations and staff development. HR Director will manage staffing and recruiting; payroll; organizational development; performance management; training; succession planning; compensation and benefits administration; and employee relations.

Responsibilities:

  • Develops organizational strategies by identifying and researching human resources issues and creating annual HR department goals; contributing information, analysis, and recommendations to organizational strategic thinking and direction; establishing human resources objectives in line with company goals.
  • Implements human resources strategies by establishing departmental accountabilities, including talent acquisition, staffing, employment processing, compensation, health and welfare benefits, training and development, records management, safety and health, succession planning, employee relations and retention, EEO compliance, and labor relations.
  • Performs analysis in areas of benefits, salary and policies as it relates to acquisitions and reports information along with suggestions to executive team.
  • Directs human resources operations by overseeing policies and procedures relating to recruiting; selecting; orienting; training; coaching; counseling; disciplining; planning; monitoring; appraising; reviewing staff job contributions; maintaining compensation; designing systems; accumulating resources; resolving problems; implementing change.
  • Deals with day to day issues as it relates to employees. i.e. performance, attendance disciplinary procedures.
  • Supports management by providing human resources advice, counsel, and decisions; analyzing information and applications.
  • Complies with federal, state, and local legal requirements by studying existing and new legislation; anticipating legislation; enforcing adherence to requirements; advising management on needed actions.
  • Updates job knowledge by participating in conferences and educational opportunities; reading professional publications; maintaining personal networks; participating in professional organizations.
  • Lead employee communications and other internal employee communications.
  • Negotiate new hire salaries, relocation and benefit packages.
  • New hire orientation and coordinate initial training schedule.
  • Coordinate travel arrangements for applicants.
  • Works with global entities on matters related to HR.
  • Workers Compensation - Deals with insurance companies, doctors, employees on matter related to workers compensation. Attend hearings and mediations.
  • Schedule interviews for hourly and salaried personnel.
  • Recruitment utilizing multiple resources, i.e.. Colleges, Monster, Indeed, Local Newspapers. Trade magazines. Establishes and maintains relationships with sources of recruit (colleges, vocational schools, etc.)
  • Serve as backup for payroll and time and attendance functions.
  • Assist with coordinating employee events throughout the year.
  • Assist employees with benefit and payroll questions and concerns.
  • Deal with temporary agency in placing orders for temporary help. Negotiate rates and communicate issues as it relates to temporary employees.
  • Handle annual review process.
  • Review Benefits, solicit pricing, meet with vendors and handle open enrollment meetings each year.
  • Establishes and fosters trust and credibility throughout the organization as advisor and advocate for best practices, fair treatment and confidentiality.
  • Maintain HR Operations Manual, including annual review of policy and procedures.
  • Interprets and administers human resource polices and employee programs including counseling, employee assistance, relocation, equal opportunity, and diversity.
  • Prepare detailed and high level reports for tracking, decision making and analysis
Qualifications:

  • BA/BS degree with 10+ years' experience in Human resource Management
  • SPHR Certification preferred
  • A proven record of mentoring and training managers and employees
  • Experience in creating a matrix of skill based development programs
  • Demonstrated effectiveness with employee relations
  • Handles all unemployment claims and appeals along with EEO claims

  • Knowledge of human resource practices and policies, and applicable state and federal laws.
  • Self-starter, capable of juggling multiple priorities
  • Excellent interpersonal and communication skills, allowing for communication across entire organization

  • Strong organizational, analytical and project management skills. Demonstrated ability to own, lead and deliver key HR initiatives
  • Highly collaborative and able to work with all programs and departments
  • Strong subject matter expertise in compensation
  • Highly evolved analytical, planning complex problem resolution and leadership skills
  • Proven demonstrated experience in the facets of recruitment and employee relations functions
  • Needs thorough knowledge of computer software and HRIS systems
