Payroll Specialist

job summary:
SUMMARY: Under the general supervision of the Payroll Professional and Human Resources Manager, Payroll Assistant performs technical tasks related to multi-state payroll wage and hour, with emphasis on Public Works laws, preparation of certified payroll, reporting/dashboard, and special payroll financial analysis. The position will also serve as the main payroll processing backup to the Payroll Professional.

ESSENTIAL DUTIES AND RESPONSIBILITIES include but are not limited to:

· Prepare Public Works certified payroll reporting, and other required compliance forms for Public Works Projects.

· Run accounting and labor reports

· Prepare monthly OCIP (workers comp) payroll reports and submitting to customers as needed.

· Serve as back up processor for Multi-state payroll processing and reconciliation using ASTEA and AX accounting systems, timecard software & payroll processing software; assist accounting with reporting for the payroll journal.

· Coordinates the daily operation of the payroll system(s); review all additions, deletions and changes in payroll information for accuracy.

· Assist employees by carefully answering payroll related questions and concerns, taking into consideration payroll best practices and compliance.

· Weekly/ Monthly and ad hoc payroll report processing.

· Liaison between employees and PEO, for payroll concerns.

· Post Payroll/Accounting transaction journal entries. e.g. PTO & FSA

· Other tasks as assigned.

SUPERVISORY RESPONSIBILITIES - This position has no supervisory responsibilities.

QUALIFICATIONS - This is an intermediate level position within the Admin/Human Resources Department. Incumbent is expected to perform at above satisfactory level.

  • Strong wage and hour knowledge for Federal and State (multi-state) regulations; non-union Public Works payroll experience is highly preferred.
  • Working knowledge of payroll best practices.
  • Demonstratable sense of urgency
  • Strong, problem-solving, and analytical skills.
  • Able to work independently all while keeping others informed of your processes and progress.
  • Excellent interpersonal communication skills, in writing and verbally.
  • To perform this job successfully, the individual must have the ability to quickly learn all internal software and systems and must be technically savvy.
  • The candidate must have strong computer/computer software and administrative skills and be well organized. Must have experience with outside Payroll Vendors.
  • Payroll Assistant must demonstrate confidentiality with Payroll/HR related matters.
  • Payroll Assistant must work, both effectively and efficiently, with members of other departments to accomplish daily tasks.
