Summary
We're looking for an experienced and highly organized Program Manager to oversee our sub-vendor management program and critical operational processes. This role is central to our staffing operations, ensuring seamless collaboration with our partner agencies, rigorous adherence to performance standards, and efficient management of key operational metrics and payroll processes. The ideal candidate has a strong background in staffing, vendor management, process improvement, and data-driven decision-making.
- Experience: 5+years of experience in Program Management, Vendor Management, or Operations within the staffing or recruiting industry (MSP/VMS environment experience is a plus).
- Analytical Skills: Proven ability to manage complex data sets, define meaningful KPIs, and use analytics to drive program performance and process improvement.
- Systems Proficiency: Advanced proficiency with Applicant Tracking Systems (ATS), Vendor Management Systems (VMS), and Microsoft Excel (or equivalent data analysis tools).
- Communication: Excellent written and verbal communication skills, with the ability to negotiate effectively and present complex data to various stakeholders, including executive leadership.

Responsibilities
- Relationship Management: Serve as the primary point of contact for all staffing sub-vendors.
- Performance Monitoring: Establish and manage a comprehensive Sub-Vendor Scorecard. Track, analyze, and report on key performance indicators (KPIs) such as fill rates, time-to-fill, candidate quality, compliance, and attrition.
- Onboarding & Compliance: Manage the end-to-end process for onboarding new sub-vendors, ensuring all contracts, service level agreements (SLAs), and compliance documentation are current and complete.
- Issue Resolution: Act as the escalation point for sub-vendor issues, including performance deficiencies, invoicing discrepancies, and operational roadblocks, driving effective and timely resolution.
- Process Optimization: Continuously evaluate and improve operational workflows related to sub-vendor engagement, candidate submission, time-card approvals, and other relevant staffing processes to maximize efficiency and reduce costs.
- Metric Oversight: Be the custodian of critical staffing and operational metrics. Develop, track, and report on comprehensive staffing metrics (e.g., source of hire, cycle time, cost-per-hire) for both internal teams and sub-vendors.
- Reporting & Analysis: Prepare and present regular reports to leadership on program performance, trends, risks, and recommended strategic adjustments. Use data to identify areas for program expansion or contraction.
