A Program Engineer is needed for an American social media conglomerate corporation in the Conesville, OH area. This role requires 5+ years of experience in mission-critical construction projects, leveraging expertise in quality assurance, commissioning, MEP systems, and construction processes to oversee compliance, drive continuous improvement, and coordinate cross-functional quality efforts across design, construction, and operations teams.

responsibilities:
- Develop and monitor quality program metrics to evaluate project performance.
- Analyze trends and identify root causes for quality concerns; collaborate with stakeholders to implement corrective actions.
- Help establish on-site QA/QC teams for partner construction teams.
- Assist in developing QA/QC processes and standards to improve efficiency and cross-functional communication.
- Serve as a liaison between design, construction, and facility operations teams.
- Deliver training on quality procedures and individual responsibilities in QA/QC processes.
- Coordinate resolution of quality issues across design, construction, and operations.
- Audit QA/QC activities of internal staff and subcontractors for compliance with standards.
- Review and comment on submittals (especially MEP), ensuring quality and compliance.
- Conduct quality engineering reviews of design documents and vendor manuals.
- Develop and approve Construction Quality Procedures (CQPs), checklists, technical deliverables, test procedures, and plans (Levels 1-5).
- Recommend and verify implementation of corrective and preventive actions for non-conformances.
- Review and provide feedback on commissioning scripts (Levels 4 and 5).
- Assist in review of turnover documentation for accuracy and completeness.
- Review energization, start-up, and commissioning schedules for compliance (Levels 3-5).
- Help drive closure of issues in BIM360 and escalate unresolved items.
- Attend Factory Witness Tests (FWTs) for OFCI and CFCI equipment/systems.
- Perform on-site visual inspections for construction quality of OFCI and CFCI components.
- Confirm proper completion and retention of testing documentation (Levels 2 and 3).
- Assist with verifying installed labeling, signage, and tagging.
- Develop QA/QC dashboards, equipment tracking matrices, and support deep-dive presentations.
- Participate in required meetings: weekly project reviews, QA/QC meetings, MEP/OAC coordination, and daily start-up/commissioning discussions.
- 5+ years of experience in QA/QC for data center or mission-critical construction projects.
- Experience with Design-Build and Design-Bid-Build delivery models.
- strong knowledge of civil/structural, building envelope, MEP, and I&C disciplines.
- Proven ability to lead QA/QC and commissioning (Cx) programs.
- Background in contractor, consultant, and vendor management.
- Familiarity with mission-critical power and cooling infrastructure.
- Prior experience using construction quality tools and systems (e.g., BIM360).
