A Project Controls Manager is needed for a company that produces electronics and HVAC equipment for buildings in the Philadelphia, PA area. This job provides strategic and operational leadership for facility maintenance by overseeing a unionized workforce, managing work orders and technical systems, and ensuring strict adherence to safety and regulatory compliance standards.

responsibilities:
Reporting Structure and Stakeholder Engagement
- Reports to the Customer Business Manager and Customer Business Director
- Directly supervises Foremen and a team of Building Operators
- Manages a team of approximately 10 to 15 staff within the Local 420 Union
- Collaborates with the Scheduler Planner, Safety Manager, and Quality Manager
- Works with contractors, customer stakeholders, and internal or external teams
- Responsible for operational coordination and technical oversight
- Oversee workforce management for all facility maintenance
- Manage work order activities at the customer site
- Merge strategic planning with frontline leadership
- Ensure seamless execution of building operations and maintenance
- Maintain regulatory compliance and continuous improvement initiatives
- Oversee daily operations of site-based Foremen and union Building Operators
- Ensure compliance with service level requirements and union agreements
- Coordinate, process, and track all work order requests
- Manage maintenance activities and trouble calls using CMMS and QFM
- Utilize Building Automation Systems for operational tasks
- Interpret technical drawings, schematics, and operational contracts
- Review and understand regulatory documents
- Assign and schedule work orders and track progress
- Oversee final closeout of maintenance tasks
- Enforce site-specific union agreements
- Manage regulatory, risk management, safety, and environmental obligations
- Ensure all documentation is accurate, complete, and timely
- Handle work orders, event reports, incident investigations, and closeouts
- Administer preventive maintenance and asset management programs
- Oversee facility optimization and life cycle planning initiatives
- Provide guidance, direction, and support to Foremen and Building Operators
- Lead safety enforcement and technical compliance training
- Conduct hazard assessments and workplace inspections
- Manage incident reporting and resolution
- Foster a culture of continuous process improvement
- Promote operational excellence within the team
- Act as the primary point of contact for work order coordination
- Liaise between site staff, contractors, helpdesk, and senior leadership
- Participate in and lead daily or weekly operational meetings
- Engage in strategic planning sessions
- Facilitate cross-functional communications
- Prepare and distribute daily, weekly, and monthly operational reports
- Develop, review, and enforce emergency response procedures
- Manage disaster recovery plans
- Oversee emergency training for site staff
- Coordinate with emergency services and regulatory agencies
- Manage procurement and inventory processes
- Track consumables, spare parts, and critical maintenance supplies
- Oversee inventory audits and contractor engagements
- Process purchase orders
- Ensure appropriate stock levels and equipment maintenance
- Create and track workforce schedules
- Monitor utilization and cost data to optimize staffing
- Support back-office and helpdesk functions
- Ensure all site contractual obligations are met
- Possess technical expertise in HVAC, plumbing, and electrical systems
- Demonstrate knowledge of mechanical systems, BAS, CMMS, and QFM
- Show strong leadership and workforce management for union and non-union staff
- Exhibit excellent organization, problem-solving, and communication skills
- Have experience with regulatory compliance and QA/QC processes
- Understand safety management and contract administration
- Review technical documentation and interpret contract provisions
- Lead process improvements in a unionized environment
- Work independently with minimal oversight
- Seek candidates with facility or project controls management experience
- Look for backgrounds in large, unionized environments like transportation hubs or hospitals
- Prioritize experience with CMMS and Building Automation Systems
- Require a strong understanding of building systems and regulatory frameworks
- Ensure a history of effective team leadership and union negotiations
- Confirm ability to coordinate multi-stakeholder projects
- Verify experience with safety enforcement and incident management
