A Project Controls Coordinator is needed for a company that transports, distributes and generates energy, with diversified assets that include a balance between crude oil and natural gas in the Harrisburg, PA area. The core of the job involves budgeting, forecasting, and using Earned Value Management (EVM) to track performance while collaborating closely with Project Managers to ensure financial health and stage-gate compliance.

responsibilities:
- Provide Total Cost Control guidance and governance for Project Managers across the project lifecycle.
- Support the implementation of processes including baselining, change management, and risk assessments.
- Manage a portfolio of 15 or more maintenance projects simultaneously.
- Oversee projects typically ranging from $300K to $10MM with durations of one to two years.
- Set control budgets and manage Authorization for Expenditure (AFE) components.
- Perform detailed forecasting and analyze forecast variances.
- Apply Earned Value Management (EVM) principles to identify and report cost risks.
- Calculate and analyze cost and schedule performance indices ($CPI$ and $SPI$).
- Generate monthly, bi-monthly, and quarterly reports for project teams and senior executives.
- Collaborate with schedule control counterparts to align cost and time data.
- Prepare deliverables for lifecycle stage gates and project closeout activities.
- Proficient in Oracle, EcoSys, Excel, PowerPoint and Word.
- Familiar with Power BI, OneDrive and SharePoint used for documentation and reporting.
- Excellent written and oral communication skills with the ability to respond to and anticipate information needs and present that information in a clear and concise manner.
- Experience in developing, enhancing and implementing cost and schedule standards.
- Experience in using and enhancing cost controls tools and associated systems.
- Effective analytical skills with the ability to understand detailed workflows for Engineering, Procurement, and Construction.
- Ability to effectively prioritize a heavy workload, bringing forward well-developed recommendations to the Project Team.
- Bachelor's Degree from an accredited university preferred (Business Administration, Engineering or Construction Management.).
- Two to four years of experience in performing cost and schedule management and other project controls functions for multiple project assignments.
- Completion of a Certified Cost Engineer (AACE's CCC/ CCE) or Project Management Professional credential (PMP) is preferred.
- Experience in the Oil and Gas, Petrochemical, Industrial and/or Power industries is preferred.
