We are looking for a Senior Card Launch Program Manager who has end to end card implementation launch programs. This role will sit in New Jersey and require onsite at end client Tuesday, Wednesday, and Thursdays.

responsibilities:
Program leadership and delivery
- Customize the project management plan covering business, technical, and operational requirements; establish source-of-truth artifacts (charter, RACI, roadmap, RAID).
- Program-manage card implementation inside the client's environment: coordinate product, engineering, UX, legal/compliance, finance, operations, marketing/CRM, care, and external partners.
- Oversee system integration across the client's internal services and third parties (issuer, network, processor, KYC/AML, fraud, CRM, data tools); drive environments, certification, and cutover.
- Establish and run scope control processes so all required work is captured and delivered.
- Define clear boundaries and governance to keep delivery on schedule and within budget.
- Build and manage the integrated schedule; define activity sequencing and critical path.
- Track milestones, dependencies, and delivery dates; run cross-team standups and readouts.
- Define processes, tasks, and resources to implement changes effectively.
- Align change strategy and solution updates with stakeholder expectations; mitigate impact to objectives.
- Identify, assess, and prioritize risks (technical, regulatory, partner, timeline, budget).
- Implement mitigations/contingencies; continuously monitor and escalate with clarity.
- Define quality objectives, standards, and metrics for product, process, and compliance.
- Implement quality control and verification gates; report outcomes and corrective actions
- Define communication objectives, stakeholders, channels, and cadence.
- Tailor updates to executive, technical, and partner audiences; run feedback loops.
- Map stakeholders across client and partners; plan, manage, and monitor engagement.
- Drive alignment and decision-making; document commitments and track follow-through.
- Coordinate operational readiness: customer support playbooks, disputes/chargebacks, collections (if credit), billing, statements, replenishment/re-carding, and merchant acceptance.
- Ensure compliance and risk controls (KYC/AML, sanctions screening, PCI, data privacy, UDAAP, marketing disclosures) in collaboration with Legal/Compliance.
- Plan launch, pilot, and phased rollouts; manage cutover and post-launch stabilization.
qualifications:
- 7+ years in program management, including 3+ years launching card/issuer or payments programs at scale.
- Hands-on experience with card issuing stacks: issuer/BIN sponsor, network certification, processor integrations, tokenization, auth/clearing/settlement, disputes, fraud/KYC.
- Proven ability to run complex, multi-partner programs with strict regulatory/compliance requirements.
- Technical fluency with APIs, microservices, mobile apps, SSO/identity, data pipelines, and QA/UAT; comfortable reading specs and leading integration workstreams.
- Mastery of delivery tools and methods: Agile/Scrum/Kanban, Jira/Confluence, Smartsheet/MS Project, risk logs, dashboards (Looker/Tableau/Amplitude).
- Excellent communication, stakeholder management, and executive reporting; crisp decision logs and trade-off framing.
- Time-zone flexibility to collaborate with Asia teams.
- Experience in consumer electronics, mobile wallets, or embedded finance within large ecosystems.
- Familiarity with PCI DSS, SOC 2, card network rules, Reg Z/Reg E, FCRA, GLBA, and data privacy (GDPR/CCPA).
- MBA or relevant certifications (PMP, PgMP, SAFe, CSM/PSM).
