An Instrumentation Commissioning Engineer is needed for a global engineering, construction and project management company in the Kennedy Space Center, FL area. This specialist role is responsible for planning, executing, and documenting all instrumentation testing and commissioning activities for NASA's Mobile Launcher 2 (ML2) program at KSC, requiring deep technical knowledge, strict adherence to compliance, and extensive experience managing field activities and personnel.

responsibilities:
Procedure & Documentation Development:
- Support I&CS deliverables and the development of commissioning plans, procedures, and test matrixes.
- Prepare temporary Allen Bradley PLC configurations (I/O sequencing, HMI graphics, ModbusTCP/IP lists).
- Revise scoped drawings, subcontract packages, site-specific test plans, procedures, and detailed schedules.
- Prepare Advanced Work Packages (AWP) and specific Instrument Inspection & Test Records (ITPs).
- Prepare Test Matrices for Instrument ITR assignments within the completions database (TeamWorks).
- Support engineering design via interface meetings and documentation reviews (engineering, supplier, procurement).
- Assist in determining spare parts and expediting required purchase requisitions (FMR's).
- Provide input to Engineering for system/equipment drawings, testing matrices, 3-D model, and vendor manuals.
- Prepare detailed startup test plans, procedures, and work packages, integrating all discipline activities.
- Prepare Instrument specific Test Work Packages and Installation Inspection Records.
- Prepare Instrument Calibration Requirements and perform Field Level Installation Inspections, Calibrations, and Functional Tests.
- Apply knowledge of NASA, industry, and regulatory standards for test plan development.
- Prepare Job Hazard Assessment (JHAs) and Field Level Hazard Assessments (FLHA's).
- Prepare and manage work permits.
- Support design reviews, functional activities, and turnover package development.
- Perform subsystem walkdowns and manage punch list closeout.
Testing & Execution:
- Perform ML2 Instrument testing, commissioning, and startup.
- Coordinate testing with NASA, Engineering, Construction, and other Commissioning disciplines.
- Complete testing per corporate, project-specific, and other Standard Test/Work Procedures (STCP/SWPP).
- Prepare system testing and turnover documentation (scoped documents, test records, procedures).
- Review and approve completed test records and data sheets from the I/CS team and subcontractors.
- Prepare required design change and non-conformance documents to resolve deficiencies and document as-built conditions.
- Coordinate and direct supplier Technical Advisors (TA) to complete equipment commissioning.
- Monitor TA activities to prevent improper time charging and control TA expenditure within budget constraints.
- Report and document work activities on a daily basis.
- Provide input to the I&CS Lead for project schedules, QURR, EVMS, and progress tracking tools.
- Supervise field manual craft as required; monitor and control their performance against the budget.
- Participate in system turnover walkdowns and manage punch list resolution.
- Use Microsoft Word, Excel, Access, and company's Standard Applications (Setroute, Unifier, TeamWorks).
- Work hours as required, including shiftwork, overtime, nights, weekends, and holidays (within NASA limits).
- Maintain commercial awareness and professional interpersonal skills when interacting with customer, operations, and maintenance personnel.
Education & Experience:
Required: Bachelor's degree in Engineering or related field with 8-10 years of experience, OR 12-14 years related experience.
Minimum: 9 years of testing and commissioning experience (overall).
Specific: 5-7 years of experience in testing, calibrations, startup, and commissioning of field instrumentation.
Supervision: At least 5 years of experience supervising and managing craft workers for commissioning activities.
Compliance & Access:
- Must pass pre-employment drug screen, physical, and background check.
- Must be able to obtain a NASA badge for KSC access.
- In-depth knowledge of instrumentation (controls systems knowledge is a plus).
- Knowledge of sound design, testing, and operation principles and practices.
- Knowledge of industry and regulatory standards, including energy isolation (LOTO) and NFPA-70E.
- Skilled in Instrument selection, installation, calibrations, and functional testing.
- Familiarity with PLC configuration development (e.g., Rockwell RSLogix 5000).
- Skilled in oral and written communication.
- Proficient in Microsoft Excel, Word, and Access for planning and tracking work.
- Previous experience with company's Startup and Test procedures (STCP/SWPP).
- Experience using automation tools like Setroute and TeamWorks.
- Previous experience in early planning of commissioning scope (scoping, scheduling, procedure writing).
- Previous NASA or aerospace Instrumentation commissioning experience is an advantage.
