A Planning Engineer is needed for a company that transports, distributes and generates energy, with diversified assets that include a balance between crude oil and natural gas in the Duluth, MN area. This role coordinates complex, multi-site facility plans and schedules for pipeline operations, requiring 7+ years of experience to synchronize construction sequencing, manage outage windows, and optimize resource allocation across diverse project teams.

responsibilities:
- Develop and coordinate integrated, facility-by-facility plans encompassing Operations, Core Programs, and Major Projects.
- Facilitate detailed site scheduling to optimize risk reduction and meet pipeline outage and in-service date requirements.
- Monitor and communicate interdependent risks including construction sequencing, permitting, material availability, and contractor overlap.
- Create and maintain logs of critical materials, outage windows, and contractor task interdependencies.
- Analyze scope and contracting strategies to identify opportunities for streamlining subcontractors and site equipment.
- Manage site plot plans and work space areas to prevent construction interference and safety risks from site congestion.
- Collaborate with Project Controls to ensure the accuracy and quality of data within scheduling software (P6).
- Partner with Operations Coordination teams to integrate outage management into the master site schedules.
- Act as a strategic advisor to Project Managers and Construction Managers to ensure alignment and accountability.
- Provide quality assurance and guidance for planning procedures and process development across the department.
- Experience in industrial projects, with interfaces across Engineering, Procurement, Contracting, Execution & Construction, and Commissioning.
- strong grasp of construction activities, including understanding interdependencies, labour and equipment quantities, types, and durations.
- Familiarity with Liquids Pipelines Operations, Process plant Operation, or equivalent, including outage management and the interface between Operations and Projects.
- Knowledge of industry codes, regulations, standards, and specifications relevant to pipeline systems and facilities.
- Excellent communication skills, with the ability to effectively liaise between diverse project teams and stakeholders.
- Bachelor's degree in Engineering, Construction Management, Business, or a related field, or an equivalent combination of education and experience.
- Minimum of 7 years of experience in project management, construction, or project controls, with a comprehensive understanding of project management principles, practices, particularly scheduling and construction sequencing and optimization.
