Are you a results-driven, equity-focused leader with clinical and operational expertise? CUCS is seeking a Program Director to oversee The Betances, a supportive housing site in the Bronx designed specifically for adults over 55 with histories of homelessness, mental illness, and substance use.

The Role The Program Director provides strategic, operational, and clinical leadership for The Betances. Grounded in trauma-informed care and harm reduction, you will build high-performing teams, manage site finances, ensure regulatory compliance, and deliver person-centered services that support housing stability and overall wellness.
Key Responsibilities
- Clinical & Operational Leadership: Direct site operations, ensuring high-quality, trauma-informed service delivery (Housing First, harm reduction) aligned with CUCS values and funder expectations.
- Crisis Management: Lead responses to high-risk incidents (psychiatric emergencies, medical crises, housing disruptions) with 24/7 on-call availability.
- People Management: Recruit, supervise, and mentor staff; foster an inclusive team culture; and manage performance within a unionized workforce (CBA).
- Compliance & Quality Assurance: Maintain audit readiness, ensure regulatory compliance (DHS, FDNY, DOB), and manage risk across all program functions.
- Fiscal Management: Partner with Fiscal leadership to build, monitor, and forecast program budgets, managing staffing levels and expenditures effectively.
- Stakeholder & Site Operations: Coordinate with property managers, healthcare providers, and city agencies while ensuring facility spaces remain safe, clean, and welcoming.
- Deep clinical and operational leadership experience in supportive housing or human services.
- Proven track record in crisis response, staff supervision, and managing unionized teams.
- Background in budget management, contract compliance, and data-driven decision-making.

Responsibilities
- Program Leadership & Clinical Oversight: Direct operations for a supportive housing site serving adults over 55 with histories of homelessness. Oversee trauma-informed, person-centered services (Housing First, harm reduction) and drive program design using data insights.
- Crisis & Incident Management: Lead responses to high-risk emergencies (psychiatric, overdose, housing disruption), ensure post-incident debriefing, and maintain 24/7 on-call availability for emergencies.
- Team Leadership & Supervision: Recruit, onboard, and supervise a high-performing team. Provide structured coaching to managers, foster a trauma-informed work culture, and manage performance in compliance with Collective Bargaining Agreements (CBAs) and labor laws.
- Compliance & Quality Assurance: Ensure full compliance with funder, city, state, and federal standards. Conduct quality reviews, maintain audit readiness, manage risk, and uphold confidentiality and ethical standards.
- Fiscal Management: Partner with Fiscal leadership to manage, forecast, and monitor the program budget. Control spending, manage staffing and overtime, ensure expenditures align with contracts, and support audits.
- Stakeholder Engagement & Site Operations: Represent CUCS to government agencies, funders, property management, and healthcare partners. Ensure facility spaces are safe, clean, and compliant with safety codes (DOB, FDNY).
