This role is responsible for overseeing all aspects of delivering cost proposals, refining cost proposal templates and guidance, implementing pricing strategies, and supporting financial analyses. location: Washington, District Of Columbia job type: Permanent salary: $100,000 - 110,000 per year work hours: 9 to 5 education: Bachelor's degree experience: 3 Years responsibilities: Lead the development and preparation of cost proposals, particularly for USAID-funded programs, in response to requests for proposals (RFPs), ensuring accuracy, completeness, and compliance with client requirements and regulations. Contribute to the smooth transition from proposals to newly awarded projects, ensuring that implementing teams understand and build in the underlying cost assumptions into program implementation. Serve as an expert advisor to finance, operations, business development, and proposal/project teams, providing guidance on requests for proposals, contract pricing requirements, contract negotiations, subcontractor pricing negotiations, and partnering strategies. Evaluate contract terms and conditions related to pricing and cost proposal requirements, identifying risks and opportunities to mitigate financial exposure and maximize revenue. Create and maintain a knowledge management system for capturing and sharing best practices, industry trends, frequent policy deviations, and market trends specific to the market. Develops and delivers trainings to staff related to cost proposal preparation. Drive continuous improvement initiatives to enhance the efficiency, effectiveness, and quality of cost proposal development processes, guidance documents and templates, and pricing methodologies. Prepare and present financial analyses, cost models, and pricing recommendations to senior management and key stakeholders to support decision-making and proposal strategy development. Maintain accurate and up-to-date records of cost proposal documentation, pricing data, and contract information, ensuring compliance with internal policies and regulatory requirements. qualifications: Bachelor's degree and 3+ years of experienceSuccessful experience leading large-scale cost proposal efforts for USG (with a strong preference for USAID experience), foundations, non-profits, and/or other state and municipal government agencies. Strong proficiency in financial modeling, cost estimation techniques, and pricing methodologies. Demonstrated understanding of FAR, AIDAR, and other applicable US Government contracting regulations.
