A Subcontract Analyst is needed for a leading utility. The Subcontract Analyst will manage pre- and post-award subcontracts administration. This role utilizes critical thinking to structure specialized contract vehicles, resolve complex issues, and analyze regulatory trends affecting organizational objectives.
Candidates must hold a bachelor's degree and five + years in contract management or analysis. A thorough understanding of contract types (FFP, CPFF, T&M), construction contracting concepts, and Federal Acquisition Regulations (FAR) is highly preferred. Proficiency in Microsoft Office and experience with JD Edwards software are also ideal. Relocation will be considered for qualified candidates.

- Extract unique requirements to draft, review, and issue moderate to complex RFPs and bid packages
- Lead negotiation teams on pricing, contract types, and FAR/DFAR clauses while developing competitive range determinations
- Monitor subcontractor performance, run post-award conferences, evaluate SPARs, and resolve payment disputes
- Maintain CPSR-compliant files, participate in internal/external audits, and manage final contract close-outs
- Provide monthly progress reports to the Contracts Manager and deliver technical guidance to less experienced team members
