About the Role We are seeking a proven Senior Heavy Civil & DOT Estimator for a 100% office/desk-based position leading preconstruction for major roadway, underground utility, and site infrastructure projects across North Florida. We need a top performer with a verifiable track record of winning FDOT and government bids, evaluating plan sets, modeling earthwork, and assembling winning bids that protect project margins. Because of our commitment to team stability, we seek an established professional with a proven history of career longevity.
Required Qualifications
- Winning Bid History: Verifiable win rate on FDOT and/or government infrastructure contracts.
- Proven Longevity: Demonstrated employer loyalty, including at least one prior role held for 8+ consecutive years preferably in civil construction.
- FDOT & Civil Expertise: 8–10+ years estimating heavy civil/wet utilities (storm sewer, force mains, water distribution, drainage) with deep knowledge of FDOT specs and pay items.
- Clearances: Valid driver’s license with a clean MVR, background check, and pre-employment drug screening (Drug-Free Workplace).
- Team-First Mindset: A humble, collaborative, and integrity-driven approach to leadership.
- Base Salary: $130,000 – $165,000/year (commensurate with experience)
- Performance Bonus: Discretionary year-end bonus based on bid margin retention & profitability
- Vehicle Package: Issued company vehicle & fuel card provided (Clean MVR required)

Responsibilities
End-to-End FDOT & Government Bidding
Lead complete bid preparations for FDOT, Turnpike, and local agency (e.g., JTA) transportation and utility projects, ensuring full compliance with FDOT Standard Plans, Road & Bridge Specifications, and local owner standards.
3D Takeoffs & Utility Quantity Development
Utilize 3D modeling to generate precise earthwork cut/fill balances and underground utility profiles—including storm drainage, box culverts, water mains, force mains, jack-and-bore, and trench safety systems.
Crew-Based Unit Price Cost Modeling
Build bottom-up cost models in estimating software using labor crews, equipment burn rates, production targets, materials (DIP, RCP, asphalt), and fuel to formulate competitive unit pricing.
Subcontractor & Vendor Procurement
Solicit, analyze, and scope-normalize quotes from suppliers and specialty subcontractors (MOT, directional drilling, paving, signalization) to ensure total coverage without scope gaps or overlap.
Bid Risk Analysis & Executive Strategy
Conduct risk evaluations for high water tables, soil conditions, and utility conflicts. Lead executive reviews to finalize profit margins, indirects, and contingencies prior to AASHTOWare/Bid Express submission.
Operations Hand-Off & Job Budgeting
Transition awarded DOT projects into field-ready Work Breakdown Structures, transferring cost codes, production targets, and risk mitigation strategies to Project Managers and Superintendents.
