A Project Controls Specialist is needed for a utility holding company in the Minneapolis, MN area. This role requires 8 to 10 years of experience, ideally in a nuclear or utility environment, to manage complex cost tracking, develop refined project estimates using Oracle Unifier and Excel, and support long-range budgeting through heavy collaboration with internal stakeholders.

responsibilities:
Project Controls and Reporting:
- Generate reports and respond to data requests regarding project status.
- Assist with control activities and develop/maintain project schedules and detailed cost tracking.
- Coordinate with Project Managers to obtain weekly and monthly cost and schedule updates.
- Assist Project Managers in providing accurate project forecasting and reviewing expenditures.
- Support long-range planning of nuclear projects.
- Develop preliminary and refined estimates to support budgeting and governance approval.
- Shape loosely defined project ideas into structured estimates.
- Review project backlogs in Oracle Unifier and spreadsheets.
- Reference historical data to develop accurate project estimates.
- Interface heavily with internal stakeholders, initiators, and asset owners.
- Collaborate with a team of project controls professionals, including estimators and project managers.
- Interact occasionally with external suppliers to gather cost data.
- Act as a change agent within the team to support process standardization.
Required Experience and Education:
- Typically 8 to 10 years of experience in project estimating, preferably in nuclear or utility environments.
- No degree is required if the candidate has commensurate professional experience.
- Experience with project management and estimating, specifically within the nuclear sector.
- Background in construction estimating or work order planning and operations is acceptable.
- Advanced proficiency in Microsoft Excel.
- Familiarity with Oracle Unifier for project tracking.
- Experience with Primavera P6 and SAP Work and Asset Management.
- Understanding of project finance and project control principles.
- Familiarity with data analytics reporting tools.
- Experience with Power Automate, PowerApps, or Power BI.
- PMP certification or nuclear-specific certifications.
- Experience working in utility or large matrixed corporate environments.
- strong communication and interpersonal skills for heavy stakeholder interfacing.
- Ability to work effectively as a team player in a collaborative and supportive culture.
- Adaptability and a proactive, agile mindset.
- Ability to ramp up and become proficient within one month.
