Required Qualifications & Skills
- Experience: 3 to 5 years of progressive experience in full-cycle payroll and benefits administration (prior experience in a non-profit or multi-program organization is highly preferred).
- Technical Proficiency: Hands-on proficiency with modern HRIS and payroll software (Paycom experience strongly preferred; ADP, Paychex, or similar accepted). Advanced skills in Microsoft Excel for data auditing and reconciliations.
- California Labor & Tax Knowledge: Deep understanding of California labor laws, wage-and-hour compliance, ACA regulations, and statutory payroll tax rules.
- Labor Union Awareness: Knowledge or experience working with Collective Bargaining Agreements (CBAs) and union dues administration is preferred.
- Certifications: Certified Payroll Professional (CPP) or similar credential is a strong plus.
- Confidentiality & Precision: High attention to detail, strong time management, and a proven ability to manage sensitive salary and financial data with complete integrity.
- Clearances & Physical Demands: Must be able to pass background screening in compliance with San Francisco’s Fair Chance Ordinance, complete annual TB screening, and meet physical demands (including lifting up to 20 lbs).

Responsibilities
- Full-Cycle Payroll Processing (70%): Process accurate, timely biweekly payroll for ~450 exempt and non-exempt staff utilizing Paycom. Manage voluntary deductions (health & welfare, 403(b), union dues/initiations) and involuntary garnishments. Oversee paycheck distributions, direct deposits, manual checks, FSA enrollments, and year-end tax reporting (W-2s, 1095-Cs).
- Compliance, Auditing & Reporting (20%): Ensure strict compliance with federal, California state, and San Francisco local payroll regulations and wage-and-hour laws. Conduct bi-weekly payroll audits interpreting internal pay practices and Collective Bargaining Agreements (CBAs). Partner with Finance on journal entries, reconciliations, funder reporting, and annual financial audits.
- Benefits Billing Administration (10%): Prepare monthly invoicing and reconciliation reports for medical, dental, vision, life, and EAP coverage. Generate monthly census, fee funding, and credit reports for insurance vendors.
- Team Leadership & Workflow Streamlining: Supervise on-call payroll employees and temporary staff as needed. Identify opportunities to streamline payroll workflows, adopt digital tools, and standardize processes to enhance efficiency.
